Their borders follows parts of other airspaces boundaries, and, as has already been correctly pointed out, they are mandatory. For Italy the FMCs are not depicted on the ICAO charts - but those are rubbish for many reasons and not used by anyone. The "official" FMC charts are hidden in the AIP ENR 6.4.1 & ENR 6.4.3 for Milan and Rome FIR respectively. It wouldn't be Italy if it was straight forward, but nevertheless those FMCs are mandatory AFAIK.
