Force-loaded charts have never been saved from one run of SkyDemon to the next, and we haven't changed the way chart loading works at all in the 2.0 version. Sorry if this was a red herring, I think that probably the newer charts are loading more slowly on the newer (and slower) device that I've started using recently. I'll certainly take your word for it!
[b] In SkyDemon Mobile a chart is only loaded when you're within the coverage of the chart, or are flying rapidly towards it. This is the way it's supposed to be, and it should be relatively unusual to need to force-load a chart. If you're sitting in the UK and your GPS has a fix, the UK chart will be loaded. I'm not clear why you're force-loading it.
I'm force loading charts because if I want to see weather stations on my route (I.E. Sitting in Le Touquet, wanting to see the TAFs and METARs for my whole route in France and the UK), the only way I can see them is to force load the UK chart. I can't even add (for example) Manston to the list of weather stations, because when the French chart is the only one loaded, I can only add French weatherstations.
(I'm using this on a phone BTW, so can pick up NOTAMS/TAFs/METARs from a loaded route. Or rather, I can't, if the route crosses charts)
