Whilst SkyDemon should be fine with just 1GB of RAM, I wouldn't recommend the Windows tablet approach.
Firstly, ignoring the specifics of Skydemon .... I've got more tablets than the local pharmacy, and I still find the windows 10 ones fiddly to use without a keyboard - when compared to iPad or Android. Granted they will run full Windows apps, but generally I use a Windows tablet with a keyboard/mouse as a pseudo laptop - as most Windows apps aren't optimised for touch screen. Another practical issue with these budget Windows tablets is likely to be battery life.
More specifically around SkyDemon - the PC version should work - but you'll no doubt have a lot of messing around to get GPS to work - and you won't benefit from the tablet optimised layout that you get on both Android and iPad.
If price is important - you could do much worse than the Android Nexus 7 (2013 edition) - whilst only a 7 inch tablet, I find this my preference to wear as a pseudo-kneeboard. You can get non-glare matt screen covers, which are also very worthwhile - and plenty of choice of mounts (or in my case, cases to modify into a kneeboard!). It has both GPS and GLONASS, hence location is pretty quick and stable.
