I'm able to reprocude T67‌‌M's issue as well. If I scroll the map fast (short touch), everything works fine. But if I scroll slowly with a long touch on the screen, the new area isn't rendered. After a fast swipe rendering works as usual again.
Tested with Moto G 2014 and Nexus 7 2012.‌‌

Congratulation, this was a big step forward! I also have the problem with pan the map on 2 different devices (Nexus 7 2013 and HUAWAI Media Pad 3).
