Hi Neil,
when I file a FPL for a flight within Germany, FIS Langen won't get it, which is completely correct. Nevertheless they can open the FPL if they get a DEP MSG from me via radio. They relay it to the appropriate places. Perhaps EGNX is also able to do this.
