My SkyDemon is set to use local time in the units config.

My iPhone is set to change the time zone automatically.

In France yesterday my iPhone was showing the correct local time.

At 17:41 local time (in France) I submitted a flight plan for 18:15 local time. The time on the screen was suffixed L confirming local time used.

The time used on the flightplan shown in the confirmation email was 17:15 (UTC).

why?

I was thinking it should have been 16:15 UTC, as France is +2 on UTC currently.
