My reading of the AIP is that the RMZ applies to everyone. I see that compliance with the TMZ isn't mandatory for sailplanes, is that what you're referring to?

My understanding is that the RMZ applies to all airplanes without XPDR, e.g. also including Ultralights. For airplanes with XPNDR the TMZ applies.

Tim,
there is a RMZ and a TMZ (called "Schleswig") in the Northern part of Germany with identical vertical and lateral boundaries. The information that the RMZ is only for gliders to avoid having XPDR onboard is missing. Is there any way to also depict that information?
I was wondering these days as I am planning a flight next to this area.
Thanks,
 Oliver
