In AIP Austria ENR 2.2, where the TMZ is defined, the top entry under frequency section is Munchen Radar. This will be why; SkyDemon matches that data.
Innsbruck Radar is listed third in the list of frequencies. Perhaps this is a mistake and it should be at the top, but we try not to second-guess the authors of the AIP.
