We are not airspace designers. Please see AIP Germany ENR 2.1 for a description of the airspace around Stuttgart. You will see that a large section is Class D from 4500-FL100.
You may recall that in an area where two different classes of airspace are defined (such as this) the higher classification takes precedence. Therefore, Class C would take precedence. It's likely that in the cartographically-produced ICAO chart they have made this simplification for you. However if they have not told you that Class D extends from 4500' upwards for a large part, that is an error in their chart. SkyDemon, being vector based, shows you the airspace as it is defined.
