It would be useful if there was a simple step to changing the chart orientation when in the navigation mode; therefore, could the 'North Arrow' be made into a toggle button to cycle between 'North Up', 'Track Up' and 'Course Up'?

That's a fair assessment. Personally I think most users will have an orientation they like, and stick with it, rather than wanting to switch frequently enough that a more prominent button is necessary.
