Group: Forum Members Posts: 7.8K, Visits: 8.4K	I would guess that it's because the METAR is reporting that it failed to establish the cloud status. The I doesn't mean IFR conditions, it means the METAR hasn't met your personal good or marginal conditions, so it's drawing your eye to it for further inspection.
