Ok. The Spain chart unload thing is a bug fixed in the forthcoming 2.4 release; it isn't a big issue as once the software is restarted it's fine.
The running as administrator thing confirms my previous theory: Windows isn't letting SkyDemon write the data it needs to disk. I suspect this is an anomaly as we don't write anywhere we're not supposed to, so perhaps the permissions have somehow got messed up on your machine. As long as you have write access to your own Documents folder and AppData storage area (which you should have) that's all we need.

Okay, checked out the permissions and you're right, they have got messed up with the upgrade to win 10.
I have now changed the permissions to give me full control of My documents and checked the install of charts again which now works fine.
