Is there a way to transfer the base map data (as shown on the PC version) for the above countries to an iPad?

I _think_ it should end up in the Graphics folder under the main SkyDemon app folder. Next time SkyDemon is started it should read and display the file. It isn't supported though (we have to cover ourselves in case it messes something up).
