A Big No according to sources. CNet headline reads:

"iPad Mini Wi-Fi version lacks GPS found in similar tablets

Without the GPS built into tablets like the Nexus 7 and Galaxy Tab 2, Apple's new mini tablet can't offer turn-by-turn directions."

I would hold off.

The iPad Mini is produced in wi-fi only and a wi-fi cellular models, the wi-fi cellular model has full built in GPS the same as the normal iPad wi-fi cellular model that I currently fly with, according to Apple all iPad apps that currently run on the large ipads will run without problems on the iPad Mini hence the 7.9 screen size. (maybe confimation from the SkyDemon Team on this?) They are available for pre order from today 08:00, the wi-Fi only version delivery dates are a couple of weeks and the wi-fi cellular version is out for delivery late November. I have ordered my cellular version of iPad Mini to replace my iPad3 the sole reason being size. Should be ideal for the Robin cockpit.

SkyDemon will run on the iPad mini, but if you get the wifi-only model you'll need to get an external GPS for it. I would wait until the 3G ones are out, which start at £369.
