This is an area where the UK and EASA diverge.

‘Final Reserve’ is not a term used in the UK regs, and thus nor are the specifics on how it should be protected. The values of 10/30/45 minutes are consistent though. 

Having said that, ‘Holding fuel’ is not a term used in either sets of regs. I think it’s a hangover from earlier OPS regs.

Not sure if this a “defect” or not:
In the fuel plan can the term Holding Fuel be clarified with respect to the formal term Final Reserve? The latter appears to be missing and forms part of Part-NCO AMCs.
