Is there a way to create a custom "Fly Within" distance when starting a new route from the Home Airfield? For example, in France with a 'Brevet de Base' license, the Fly Within distance is 30km (16nm).

You can use the Create Route menu to create a route with 10nm or 25nm radius, then alter the radius for the NOTAM briefing manually under the NOTAM tab. This will then display a circle of the given radius on the map.
