logic behind settlement shapes

I'm in the process of taking up flying again after 10+ years, so coming from a most primitive Garmin 95 I may now choose a new modern navigation tool.
Skydemon's vector chart is generally very good and superior to anything I have seen until now.
However I'm wondering what the logic of the settlement shapes is. Sometimes industrial areas are incorporated sometimes not.
This is an example:
The DFS chart seems to include industrial areas to the settlement - although it is much coarser of course:


And I'm missing the airspace tags a bit ;-)
