Synch mobile device with PC

My laptop says
"Failed to locate your SkyDemon mobile device. A connection requires ... MS Windows Device Center be installed" the link to MS Windows Device Center opens a window which says the service has been discontinued.
Can anyone help?

One easy workaround is to use a card reader and sync by taking sd card out of the device. It will then find the card as an external disk thus negating the need to MDC/Active Sync.
