Presentation of doubly specified lower airspace limit

There is a lot of airspace in my area with a lower limit defined as something like "FL115 or 3000 ft agl, whatever is higher" (for instance, the class D airspace above LFKY.

In my view, SkyDemon represents these in a somewhat ambiguous way as "FL115 or 3000 ft".

My questions are:
* When SkyDemon says "FL X or Y ft", does this ALWAYS mean "X or Y, whatever is higher"? In other words, can I rely on the meaning of this presentation across all charts in SkyDemon?
* Would it make sense to specify this in a clearer way, such as "Higher of ..." / "max(...)" / "..., whatever is higher"?
