+xThe centre point and effective radius of NOTAM is decided by the publishing authority. We just display them, with those parameters that the authority have decided upon. The NOTAM system was never designed to lock shapes to specific types of airspace so we can't always do it, and particularly not with controlled airspace.
Remember that the NOTAM is just there to get you to read its text and decide whether it applies to your flight. Obviously, if you're not entering the controlled airspace the NOTAM is referring to, you can decide it doesn't apply to you.
Thanks very much for that explanation Tim, I see now that the NOTAM in the screenshot gives a radius of 34NM which explains the large size of the circle.
